Accessibility statement

This accessibility statement applies to the sites at the following domains: www.uas-operations.de and www.dipul.de.

The Federal Ministry for Digital and Transport endeavours to make the Digital Platform for Unmanned Aviation (dipul) website accessible in accordance with the Act on Equal Opportunities for Disabled Persons (BGG) and the associated Ordinance on the Creation of Barrier-Free Information Technology (BITV 2.0).

Status of compatibility with the requirements

The accessibility requirements arise from sections 3(1) to (4) and 4 of BITV 2.0, which was adopted based on section 12d of the Act on Equal Opportunities for Disabled Persons (BGG).

The verification of compliance with the requirements is based on a self-evaluation carried out on 3 December 2021.

The assessment has shown that the website does not fully comply with the above requirements. The contents listed below do not meet accessibility standards for the following reasons:

  • dipul website
    • There are PDF documents that do not meet accessibility standards. They are identified as non-accessible at the respective location. These are mostly documents that the Ministry for Digital and Transport did not produce itself but provides as a service.
  • Map identifying the geographical zones. Creating an interactive map tool entails more complex requirements to implement accessibility than a traditional website. Therefore, the map tool does not yet meet accessibility standards. The assessment identified the following barriers which are currently being addressed:
    • Structural elements are lacking in some areas: headings, lists
    • The order of the keyboard navigation does not always make sense
    • Contrast in some sections is not sufficient. Our supplier is responsible for the contrasts on the map. If they offer a barrier-free version of the map in the future, we will integrate it.
    • Colours on the map have no alternatives
    • The tool is not fully usable without a mouse
    • Keyboard focus is not visible everywhere
    • Errors are not passed to screen reader
    • Responsive design (alignment and zoom) does not work properly
