Welcome to the Digital Platform for Unmanned Aviation (dipul). Thank you for your interest. All information provided on our website has been thoroughly checked. The Federal Ministry for Digital and Transport (BMDV) makes an effort to keep the information provided here up-to-date, accurate and complete. Errors may nevertheless occur. Therefore, we cannot guarantee that the information will always be complete, accurate and up-to-date. This applies especially to the designated geographical zones in accordance with section 21j in conjunction with section 21h of the German Rules of the Air Regulations (LuftVO). They are designated via the Digital Platform for Unmanned Aviation (dipul) for reasons of safety and security, privacy protection and environmental safety. Geographical zones for the purpose of geo-awareness in accordance with subsections 1-11 of section 21h(3) of the LuftVO and in accordance with section 21h(4) of the LuftVO must even be respected if the affected geographical zone is not designated.

The Federal Ministry for Digital and Transport endeavours to make the Digital Platform for Unmanned Aviation (dipul) website accessible in accordance with the Act on Equal Opportunities for Disabled Persons (BGG) and the associated Ordinance on the Creation of Barrier-Free Information Technology (BITV 2.0).
Status of compatibility with the requirements
The accessibility requirements arise from sections 3(1) to (4) and 4 of BITV 2.0, which was adopted based on section 12d of the Act on Equal Opportunities for Disabled Persons (BGG).
The verification of compliance with the requirements is based on a self-evaluation carried out on 3 December 2021.
The assessment has shown that the website does not fully comply with the above requirements. The contents listed below do not meet accessibility standards for the following reasons:
- dipul website
- The keyboard navigation does not yet work properly with the NVDA screen reader in the selection menus. Selecting a menu item using [Space] or [Enter] reloads the page. This behaviour was only observed in conjunction with the NVDA screen reader. The behaviour has already been reported to the CMS provider, which is working to correct it.
- There are PDF documents that do not meet
accessibility standards. They are identified as non-accessible at the
respective location. These are mostly documents that the Ministry for
Digital and Transport did not produce itself but provides as a service.
- Map identifying the geographical zones. Creating an interactive map tool entails more complex requirements to implement accessibility than a traditional website. Therefore, the map tool does not yet meet accessibility standards. The assessment identified the following barriers which are currently being addressed:
- There are no text alternatives for controls, graphics, objects and labels
- Structural elements are lacking in some areas: headings, lists
- The order of the keyboard navigation does not always make sense
- Contrast in some sections is not sufficient
- Colours on the map have no alternatives
- The tool is not fully usable without a mouse
- Keyboard trap when turning on the keyboard control
- Keyboard focus is not visible everywhere
- Focus error when using keyboard control
- In some cases, no alternatives to mouse gestures
- Main language is not specified
- In some cases, insufficient error explanation for inputs
- Errors are not passed to screen reader
- Form fields are not recognized by screen reader
- Responsive design (alignment and zoom) does not work properly
- There are no text alternatives for controls, graphics, objects and labels
